Our company has a shared network drive folder for everyone's Free/Busy files.
I confirmed I have permissions to read/write to this folder.
Allthough the diagnostics (Ex RCA etc) say that your configuration is right, vital configuration is not yet effective.
Depending on the version of Outlook, there are a few different reasons for this behavior.
I followed the directions to configure Outlook 2013 (32-bit version, running off Windows 7 x64) from Microsoft's Knowledge Base.
I can see other people's Free/Busy information, but nobody can see mine. Other employees with Outlook 20 don't have this issue.
What I have is our solution to solve the issue, which you are free to use.
To start with, for the majority of our systems they get their updates from one of three different WSUS servers, a small handful of systems go directly to Microsoft to get their updates (these may be the biggest headache).
